In Moodle 1.6.5 it makes sense to set the Course Menu Plus Block as a Sticky Block with the edit setting of "Expandable Tree" on.

In Moodle 1.8.2, however, it makes no sense to force this block as a Sticky Block because it serves more functionality in a course-by-course edit mode basis. Instead of just "Expandable Tree", it allows setup of Chapters and other features.

Standardization site wide takes a back seat to functionality in this case.
